The Ministry of Environmental Protection, Physical Planning and Construction adopted the Ordinance on Packaging and Packaging waste in 2005, providing a legal basis for a system for the separate collection and recycling of packaging waste.

Under this project, there is a comprehensive system for efficient packaging waste management. Producers who are placing packaging on the market have to pay fees to cover the expenses of the collection and removal of their packaged products. These fees go to a special fund, that uses the money to dispose of the waste collected though an authorized collector, who dispatches PET, aluminium and tin cans, and glass packaging to waste packaging management centres, of which there are 24 in Croatia.
